GOOD GOVERNANCE

Good governance

A sovereign people is a people who take charge of their health, education, social and economic well-being, in short, who control and have their destiny in their hands.

Once in power, the Congress for National Unity and Sovereignty will put in place a set of measures, rules, decision-making, information and monitoring bodies that will allow the government to ensure the proper functioning and Congolese state control.

Our way of administering, of exercising our authority, of managing our resources, in other words, of governing, will have a single goal, that of developing our great and beautiful country.

CUSN firmly believes in equality of opportunity for all, in respect of the fundamental rights of the individual.

For CUSN, the individual occupies a central place in the ethical, social and political configuration of our Nation. Given the importance given to the individual, the latter must be protected in all these rights in order to create the conditions for him to cultivate his talents and release his energies for his development and that of the entire nation.

To do this, the law must be applied to all, and no citizen will be able to claim any status to avoid the requirement of respect for the law and respect for others.

For CUSN, the vocation of the State is to stem crimes and offenses and to guarantee individuals the protection of their person and their property against all forms of violence, because without Peace there is no Development and without Development, there is no Peace. Hence our slogan: Peace and Development for All, this is what citizens demand.

In this logic of Peace and Development for All, the CUSN engages all Congolese on the path of forgiveness and reconciliation, because too often, Congolese have caused harm to other Congolese without us being able to situate the responsibilities of each and everyone, light having never been shed on these events.

Thus, the CUSN invites all Congolese men and women to open a new page of history, to have confidence in themselves and move forward because the future of Congo depends on them and is beautiful.

ETHICS

Ignorance is the greatest enemy of man: It is out of ignorance that the Congolese men and women have stolen their country;It was out of ignorance that they killed their compatriots, betrayed their ideals, etc.For this reason, CUSN will spare no effort to combat this scourge by educating Congolese men and women on how to love and serve their country.Ethics is not innate, it is a set of values that we acquire through education, through the values received from our parents, through experience and life, etc. The Congress for Unity and National Sovereignty will offer training to all political and military cadres in this matter. This training will allow these future service providers to acquire an arsenal of skills and virtues such as integrity, solidarity, respect; in short, to humanize the services offered to citizens. Thus, anyone working for the public service must have a sense of reflection and judgment allowing them to make decisions or adopt behavior that is better adapted and appropriate to the different contexts with which they will be confronted. . This quality will lead all Congolese to have confidence in their leaders and to act in good faith and goodwill.

SEPARATION AND BALANCE OF POWERS

In order to rehabilitate and restore the authority of the State throughout the national territory, the CUSN proposes a power to presidential regime. The President is elected by direct universal suffrage, with effective control by Parliament over the Executive. On the institutional level, the CUSN will ensure that there is an independence of power between the executive, legislative and judicial.

PROMOTING GENDER EQUALITY

In the DRC, women represent 53% of the general population, according to the 2014 World Food Program (WFP) report. Therefore, out of 100 Congolese, 53 are women. How can we talk aboutPeace and Development for All if the majority of us are left out. First, they are the majority, and second, tradition obliges, they are the ones who come to the fore when it comes to taking care of the family. A recent study (USAID and UNESCO) reports a decline in infant mortality among children born to educated women, and that women's political participation increases cooperation across ethnic and political divides, and improves state responsiveness towards citizens. In other words, any investment made in women benefits the entire population.

To combat disparities and inequalities against women, CUSN is committed to implementing the following measures:

  • Combat violence and abuse against women.

  • Encourage wage parity between women and men according to the principle of: "Equal work, equal pay".

  • Creation of micro-financing cooperatives which will be financed by the State but managed by women for women, Development Cooperatives for All (CODETOU). Its role will be to support and financially assist women in their job creation projects.

JUSTICE REFORM

The Congress for National Unity and Sovereignty firmly believes:

  • No one should be above the law.

  • That justice must be at the service of the law and not at the service of power.

  • That justice must be independent and impartial.

  • That customary law must be revalued and possibly see in what context to apply it. Particularly in its approach to conflict resolution through mediation and reconciliation.

This reform of justice cannot be done without reorganizing detention centres. In our country, offenders and inmates languish in inhumane conditions in prison environments that date back to the colonial era. Let's take an example: The Makala Detention Center was built in the 1950s, at that time Léopoldville had only 500,000 inhabitants. Today, our Léopoldville, which has since become Kinshasa, is a megalopolis of 11,000,000 inhabitants. Therefore, this infrastructure no longer suits the number of the population or its living conditions. It is not surprising that the living conditions there are unsanitary, as is the case in other prisons elsewhere in the country.CUSN believes in the policy of rehabilitation of offenders. To achieve this, we advocate a massive decongestion of detention centers by releasing offenders who do not pose a risk to society after psychosocial evaluation.

REFORM OF THE DEFENSE AND SECURITY FORCES

Our country has had a troubled history from its earliest days as an independent state. More than once, its security, territorial integrity and sovereignty have been put to the test.To remedy this once and for all, we intend to reform our defense and security forces by setting up a Central Intelligence and Investigation Agency, ACRI, which will have the role of coordinating and centralizing all the security services of the countries of which:

  • National Citizen and Deterrent Army, A.N.C.

  • National police of proximity and not of repression, P.N.C.

  • Border Protection and Services Agency, A.S.F.C.

  • Effective Interior and Exterior Secret Service Agency, A.S.S.I.E.

Given the challenges of the moment and the threats hanging over the world in general, this reform is becoming a priority.To achieve this, we are going to reform the army and the security services to better serve and defend the people, show the Congolese men and women that their army is a people's army for the people who are there, not only to the protection and defense of the country but also in the event of natural disasters, such as earthquakes, floods, their army will be on the front line. Thus, the mistrust that has lasted too long between the population and its army is over.

DECENTRALIZATION AND LOCAL GOVERNMENT

The development of our country cannot take place without the contribution of its base. It is a question of defining the sectors of competence according to the levels of government (territorial, regional, and sectoral).

 

This is why we encourage a participatory democracy where local populations elect their representatives, initiate their projects taking into account their needs and culture instead of waiting for it to come from higher hierarchies. It should be noted that any development program that does not take local cultures and traditions into consideration is less likely to succeed.

Our policy of Peace and Development for All will only be achieved when local authorities themselves manage their schools, dispensaries, police services, community centers, etc. In other words, giving local populations the power to act, to take their destiny into their own hands. This is called the policy of decentralization adapted to the requirements of modern management of local communities. This constitutes one of the essential foundations of the CUSN Society Project.

FIGHT AGAINSTCORRUPTION AND IMPUNITY

Specialists all agree that the Democratic Republic of Congo is potentially the richest country in the world and they are not wrong. These funds obviously allude to the immense riches of its subsoil, to its immense human resources and natural resources. A question arises, how is it that this same "rich" country is constantly cited among the poorest countries in the planet? The answer is not to be sought elsewhere, the Democratic Republic of Congo is also the most corrupt country on the planet. Practically, what do we mean?

  • Does this mean that Congolese men and women are more corrupt than other peoples?

  • Are they less nationalistic and love their country less?

  • Is it because they receive salaries that do not allow them to clothe and feed their families like loved ones?

  • The answer is no.

Everything can be bought, to have a document, you have to pay, to have a signature, you have to corrupt, not to mention privileges, people who do not submit to or respect any law. This counterproductive practice must stop because, not only it harms the country's image abroad, but it is also a useless burden on our fellow citizens. Each of us can find ourselves in one or other of these situations. Whatever the reason, corruption is a scourge that we must fight with all our strength, in particular through training, education and awareness of the population on the phenomenon and the misdeeds of corruption and its negative impact on socio-development. -economic of our country. This fight against corruption will be done with an efficient and flexible administration. That is to say, an administration that responds quickly and efficiently to the needs of citizens. To remedy this, we propose a structure that will address as soon as we take power:

  • On the reform and reduction of inequalities in remuneration,

  • On the reform of the guaranteed minimum wage,

  • On the reform of the social benefits and rights of workers,

  • On reforming the civil service hiring system so that only candidates ready to serve their country will be accepted and not those looking for easy money.

Impunity is failure to apply the law. Unfortunately, in this country, successive governments have introduced and maintained a culture where one almost applauds the embezzlers, the thieves of public goods who, moreover, are simply thieves. (They legislated it in Art. 15, manage to live, in their logic, we don't steal or hijack, but we move). We believe that we can minimize the impact of impunity only by hiring, in the public service, people of good character and integrity.

POLITICAL PARTIES, CIVIL SOCIETY AND MEDIA

To consolidate democracy in our country, the participation of all components of the population is necessary by their nature, their approaches and their objectives. It is through their structures that they will have the opportunity to claim their rights, of course it has to be done peacefully.

Political parties have a decisive role to play in the democratic game, it is difficult to conceive of a democracy without several political parties.

The political parties which all have as vocation the conquest and the exercise of power must, for the supreme interest of the nation, emit constructive criticisms on the actions and the governmental decisions. To enable them to play this role effectively, CUSN offers funding to recognized political parties in parliament.

With regard to the press and the media, they must be independent, thus encouraging freedom of opinion and expression.

The press and the media are very important tools for informing, raising awareness and mobilizing the population.

To do this, they will be encouraged to introduce popular programs on civic-mindedness, on public health, and on the misdeeds of corruption and combating anti-values into their programming.
